Prepaid tuition plans flawed but still popular

CHICAGO (AP) ? Prepaid college tuition plans are no longer the surefire solution to runaway tuition costs they once seemed.

The mostly state-sponsored plans were designed as a way to save for college by locking in at least a portion of future tuition at today's prices.

The premise remains sound: Pay now to minimize the shock of rising costs. After all, tuition has increased an average 7 percent annually since 1990 and shows no sign of slowing down.

But the battered finances of state governments has raised questions about whether some plans will live up to their promises.

Numerous states have shut down their plans or changed them as their deficits widened. Facing shortfalls, some have bumped up the prices by charging substantial premiums above the cost of current tuition. And several of the 11 open plans do not offer guarantees.

"It's a model that doesn't always work," says Joseph Hurley, a CPA and the founder of Savingforcollege.com.

College financing experts advise parents and students to carefully review the specifics of their state's plan and determine if it makes sense for them.

A closer look at some important points to consider about prepaid plans:

BASICS

A prepaid tuition plan allows families to buy future tuition units or credits at current prices. If you purchase shares worth one semester's tuition when your child is young, the shares should always be worth one semester's tuition regardless of how much rates increase. The credits can sometimes also be applied to room and board.

Most prepaid plans have residency requirements. Purchased credits can be applied toward a college in another state, but there's no assurance the full cost will be covered. If a student decides to attend a private or out-of-state college, the plans typically pay the average of in-state public college tuition, according to Mark Kantrowitz, founder of the financial aid site FinAid.org.

States invest families' money in the stock market and use their investment returns to pay for the tuition.

But some programs have run into trouble after investments lost money in the market downturn in 2008-09 and tuition rose faster than expected.

Alabama had to make compromises in its program this spring in order to keep it operating, and now pays less than full tuition. Prepaid plans in Kentucky, Illinois and South Carolina are less than 80 percent funded for future payouts, raising the risk of future changes.

AVAILABLE PLANS

There are 21 prepaid plans offered in 19 states. But 10 states have closed plans to new participants.

Among the 11 open plans, only Massachusetts, Mississippi and Washington guarantee theirs with the "full faith and credit of the state," according to the College Savings Plans Network. That means they will borrow if necessary to make up the difference if the plans run short of money.

Alaska, Florida, Maryland and Virginia also back their plans with differing guarantees. Open plans in Michigan, Nevada, Illinois, Pennsylvania and Texas are backed only by the funds' assets.

Just two prepaid plans are open to residents of any state: Massachusetts' U.Plan program and the Private College 529 Plan, sponsored by the Tuition Plan Consortium representing more than 270 private colleges and universities nationwide.

PROS

Advocates of prepaid tuition plans call them "peace of mind programs" and say they still offer that comfort.

"They're still very appealing in this environment with unknown amounts of tuition increases as well as investment volatility ahead of you," says Joan Marshall, executive director of College Savings Plans of Maryland. "A couple of states clearly have had problems, but it's unfair to lump them all in together."

Prepaid plans as a whole are 93 percent funded, up from 91 percent a year ago and that's more than adequate to assure future payouts, according to the College Savings Plans Network.

As to any fears of not getting your money back, Marshall says no one who has used a prepaid plan has received a lower amount than was paid in.

Kathy and Joe Halliday of Bel Air, Md., paid off their daughter's tuition through Maryland's prepaid plan by the time she was in middle school. That meant they didn't agonize when the stock market crumbled. The plan covered Leah's two years in community college and now will take care of her tuition at Johns Hopkins University.

"It was a great relief," Kathy says. "It was the best financial investment we ever made."

Mat Forrest and his wife Jillian of West Palm Beach, Fla., recently purchased a Florida prepaid college plan for their daughter Addison, who turns 2 in August. He acknowledges that the interest rate is small and they might well do better investing the money in a stock plan. But he likes the simplicity of being locked into a fixed monthly payment of $287.71 and knowing that should take care of Addison's college tuition.

"Any time you can lock in the cost 18 years before you need to pay it, that's probably a good thing," he says. "And I don't need to stress out over the markets."

CONS

Some experts who once recommended the plans for new investors no longer do. They cite the increased risk that states won't make good on their original commitments and the chance that parents will have to pay more to make up for shortfalls in state funds.

"Peace of mind may be a fiction," says Kantrowitz. "If you're investing now for the first time, the money may disappear by the time your child is ready for college."

While losing your money is unlikely, there's a real chance of seeing your investment stay flat or even decline in value if the state makes changes that dilute the plan.

State Closes Case Against Authors of 'Toras ... - Yeshiva World News

Despite their best effort, the Reform Movement and others trying to imprison Rabbi Yosef Elitzur and Rabbi Yitzchak Shapira,?the authors of?Toras HaMelech, State Attorney General Yehuda Weinstein has closed the case.

Allegations against the rabbonim included the sefer violates Israeli law prohibiting incitement to violence, racism and related issues. The sefer, as explained by the rabbonim, addresses halacha as explained by the Rambam in a hypothetical and academic torah atmosphere, and as the book?s introduction says, was never intended to be a manual for assault against anyone, including Arabs, as alleged by the Israeli left.

Weinstein stated that after reviewing the sefer it is difficult for him to accept contentions that the book was written to incite violence or racism, and it simply explains religious views and must be permitted under the state?s value of freedom of religion. The attorney general also feels that the book in no way calls for violence against any sector of society.

LAGOS, Nigeria (AP) ? Students at one of Nigeria's oldest universities protested a presidential announcement renaming the school Tuesday, saying that while the institution has been neglected, its name is still a famous brand they want to hang on to.

President Goodluck Jonathan announced on state-run television that the University of Lagos ? popularly known as UNILAG ? would be renamed Moshood Abiola University in honor of a political prisoner who died in jail over a decade ago.

Abiola was a businessman widely believed to be the winner of a 1993 presidential poll annulled by Gen. Ibrahim Babangida. Babangida's military successor, Gen. Sani Abacha, then jailed Abiola, who died in detention in 1998.

The name change is meant to honor Abiola's "martyrdom," Jonathan said, on a public holiday marking the West African nation's 13th year of uninterrupted democracy.

Within a couple of hours of the announcement, however, hundreds of students had flocked to the university's main gates, some in flip flops, hair nets, and even pajamas.

"Today is Democracy Day," said English student Oyewole Odunola, 22. "What is democratic about what has just happened?"

The decision comes as the university mourns its vice chancellor, who died just over two weeks ago. The acting vice chancellor declined to immediately comment, juggling two cell phones that kept ringing while students waited for him to address them.

"If the (vice chancellor) was not already dead, this news would have killed him," said Karo Ogbinaka, chairman of the UNILAG chapter of the Academic Staff Union of Universities, "We will fight this with everything we have."

On a nearby thoroughfare, students lamented the state of the university, once lauded as one of the region's best.

"Our libraries aren't stocked, we don't have electricity," said Odunola, "the name UNILAG is the only thing we have to hold on to, and now, they are even taking that name."

Over the years, as successive governments created more universities across Nigeria, the budget for each of them dwindled, so much so that administrators sometimes couldn't afford to pay lecturers.

Today, university strikes are frequent and a student enrolled in a four-year program may take up to seven years to complete it.

The University of Lagos was founded in 1962, about two years after Nigeria gained its independence from the U.K.

Because?the platform they set up on is free, they think it needs no budget to maintain it! Fatal mistake, the platform may be free, but the marketing isn?t.
They don?t know who they are selling to. If you want to sell on social sites you have to be specific. You must know exactly who your ideal customer is so that you can share the kind of information with them that they want to hear about, and you can?create?offers they are going to want to buy.
They don?t have a reason to make offers. Pete Godfrey said this?on Facebook not long back, ?If you want to make more money, you have to make more offers more often? So?you?need to create yourself a yearly marketing calander that will allow you to make offers without looking like rug?salesman.
Their Facebook page looks like a sandwich board. In other words they just post their specials on there. They don?t use the platform as a tool to educate their market,?and?warm them up to buy.?Sandwich?boards do not cut it on Facebook or any?other?social sites.
They neglect email marketing. Facebook is great but guess what? They own your business page, you don?t. You are?just?renting?space off of them that they can take away. Any successful social marketing?strategy?must include email marketing.
They don?t create any of their own content. To stand out online you must be seen as an expert. This is done by creting content like, blog posts, audio and video. Those smart phones we were?talking?about?before?have all of the tools that you need to do this.
They don?t leverage live streaming or webinars. These are not hard to run and are so?powerful?becuase you are not selling one on one?anymore, but one to many.

There you go, that is more than enough to get you started straight away. Do these things and you will stand out and be one of the few?business?that will thrive in the future.

BAKU, Azerbaijan -- A memorable melody. Distinctive stage presence. Some horse-trading of votes.

Those are secrets to success in the annual Eurovision Song Contest, a televised pan-European extravaganza viewed by some 125 million people worldwide that is now entering its 57th year.

The winner is picked by juries and television viewers across the continent. Semifinals this week have whittled down the entries to 26. A smorgasbord of revealing outfits and onstage preening is expected at Saturday's final, but gray-haired acts from the U.K and Russia are stealing most of the attention.

Here's a look at favorites and wacky wonders:

ENGELBERT HUMPERDINCK
The U.K.'s entry had turned 20 and was already a seasoned pop performer by the time the first Eurovision Song Contest was held ? in 1956. In the 1960s, his manager convinced him to change his stage name from Gerry Dorsey to Engelbert Humperdinck? after a 19th century German composer ? and he went on to become a less raunchy version of Tom Jones. Amid all of Eurovision's hyper-kinetic dance and pop acts, the 76-year-old's "Love Will Set You Free" stands out as good old-fashioned crooning.

BURANOVSKIYE BABUSHKI
The gray hairs are taking over Eurovision. The (old) girls from Buranovskiye Babushki from the Russian Urals are doing their bit to confirm all those stereotypes about shawl-wearing grannies. They are almost certainly the first Eurovision contestants to perform part of their song in the obscure Udmurt language, which is distantly related to Finnish. Their sheer adorableness gives them universal appeal and their folky, up-tempo "Party for Everybody" is hard to dislike completely.

JEDWARD
The irrepressibly, and often annoyingly, enthusiastic Jedward twins from Ireland first came to prominence in 2009 on the British television talent show "The X Factor." They failed to win but have since fashioned a faintly successful pop career. They are competing for the second year running, possibly because the last thing Ireland wants now is to win and have to host the expensive contest next year. Jedward's song "Waterline" is pretty odious fare, both tinny and thumping at the same time.

LOREEN
Sweden's Loreen is the bookmakers' runaway favorite. The 28-year-old of Moroccan-Berber descent easily swept aside all rivals in Sweden's competition to pick its entrant for Eurovision. Her song "Euphoria" even stands a chance of fair international commercial success ? it's already topped the Swedish charts for six weeks and gone platinum five times.

MANDINGA
Romania's entry, a band fronted by sultry vocalist Elena Ionescu, is performing its richly overdone attempt at exotica in both Spanish and English, possibly seeking the Iberian vote. It's song "Zaleilah" is a global mishmash: Cuban horns, lashings of salsa, a generous dollop of Gypsy frenzy, and even a smattering of bagpipes. An earphone malfunction hurt rehearsals but bookmakers still expect a strong showing.

ZELJKO JOKSIMOVIC
At the staid end of the spectrum, Serbia's Zeljko Joksimovic is playing it straight with his slow and stripped-down "Nije Ljubav Stvar." He is a Eurovision veteran, having come second in 2004 and penned Serbia's entries in 2006 and 2008. He has struck an international note by releasing versions of his song in English, Spanish and Russian ? and even produced an Azeri version this week at a party in Baku. His chances aren't bad ? countries from the former Yugoslavia often perform well due to their habit of voting for one another.

NINA ZILLI
"Out of Love" is a brassy, lively ode by Italy's Nina Zilli that could spring a surprise. Italy has passed on the competition most years, citing a lack of interest, but Zilli's confident performance could turn that around. The first part of her stage name is a tribute to jazz artist Nina Simone, and if you listen really really hard, you can hear those hints of soul.

Beckham's England career to be honored at Wembley

LONDON (AP) -David Beckham's England career will be honored at the team's final European Championship warmup match, with the former captain receiving an award from the continent's governing body for players who have at least 100 international appearances.

The 37-year-old Los Angeles Galaxy midfielder, who made the last of his 115 appearances for England in 2009, will receive a commemorative cap and medal at halftime of the June 2 exhibition against Belgium at Wembley, the English Football Association told The Associated Press.

The award will also be presented to 1966 World Cup-winning forward Bobby Charlton, who played 106 times for England, and retired goalkeeper Peter Shilton, who made a record 125 appearances.

Family members of 1966 World Cup captain Bobby Moore and Billy Wright, a defender in the 1940s and `50s, will receive the award from FA chairman David Bernstein.

The ceremony was introduced by Michel Platini, the president of the Union of European Football Associations, to celebrate players who have played in at least 100 national team games.

Despite never winning any honors with England, Beckham established himself as the biggest star English soccer has produced.

"Throughout my career I've been pretty successful," Beckham said last week. "I've played for some pretty big teams. I've played for my country quite a few times and for managers without sentiment ... I'm very proud of the fact and I have always found it an honor that people want to buy my shirt, that fans turn up to watch the team I am playing in or to see myself. I've always found that a huge honor."

After beginning his career at Manchester United in 1992, Beckham made his England debut against Moldova in September 1996.

The low point of his international career came at his first World Cup, in 1998, when he was sent off for petulantly kicking out at Argentine midfielder Diego Simeone. Some England fans hung effigies of Beckham after the second-round loss.

Beckham managed to bounce back and his injury-time goal on a free kick against Greece clinched a World Cup berth. He then captained the team at the 2002 World Cup under coach Sven-Goran Eriksson.

Beckham tearfully relinquished the England captaincy after the 2006 tournament, when England reached the quarterfinals for the second straight time. He was then dropped from the squad by new coach Steve McClaren, but was restored in the ultimately unsuccessful 2008 European Championship qualifying campaign.

Beckham's international career survived initially in 2010 World Cup qualifying under McClaren's replacement, Fabio Capello, who coached him at Real Madrid.

But Beckham was injured three months before the World Cup in South Africa and went only in a non-playing role as an unofficial coach.

Despite returning to fitness after the tournament, Beckham was dismissed by Capello as being too old for a role in team, meaning that his appearance as a second-half substitute against Belarus in October 2009 earned him his 115th and last international cap.

Beckham's focus now was securing a spot in Britain's soccer team at the London Olympics.

He has been included in coach Stuart Pearce's 80-man shortlist that will be whittled down to 18 shortly to form Britain's first Olympic squad since 1960. If chosen, he would be one of the three players over age 23 allowed on each roster.
